Alleged heroin smuggler charged
Published 11:21am Wednesday, January 11, 2012The Minneapolis woman who allegedly helped smuggle heroin into Fergus Falls’ chemical dependency treatment facility was charged Tuesday with six felonies.
Rachel Lynn Campbell, 33, is facing charges of great bodily harm caused by drugs, conspiracy to commit great bodily harm caused by drugs, and two counts each of second degree drug sale and conspiracy to commit drug sales.
Police have said Campbell did not act alone, and they expect more arrests in coming days. There are also three people who are suspected to be involved who are in custody in other areas for other crimes, and they may soon be charged in relation to Campbell’s actions. However, no local residents were involved in the drug smuggling, and it does not appear that any local residents received the drugs — only some out-of-town residents at the treatment center.
One woman believed to be involved with the smuggling had a medical episode while in Otter Tail County jail in December. The woman was thought to have used heroin shortly before her medical problems. She is still in a coma at a Fargo hospital.

No problem, just get in trouble with the law, ask the judge to sentence you to the chemical dependency treatment facility, and meet your new dealer.Now, is this a consequence of hiring the wrong workers, some of whom smuggle in the drugs, or a result of a too lenient approach to drug abusers, namely, sending them to a “treatment facility”, or to a closely monitored and controlled environment (jail, prison) where it’s cold turkey and stony lonesome to give the offender a long time to examine the error of her ways?
