David Allan Hamutoff, 19, of Fergus Falls is being held on $10,000 cash or bond on conditional release after being arrested Oct. 16.
An officer reported Hamutoff accelerating rapidly from a stoplight on Lincoln and Union. The officer observed that the Dodge Avenger had an extremely loud exhaust system and there was no light illuminating the license plate.
The officer found Hamutoff did not have a valid drivers license and the vehicle was not insured. Upon running a check on the man, the officer found he had a warrant in Stearns County for driving after revocation.
A search was conducted on the vehicle, and officers found a pipe that smelled like marijuana and a prescription bottle containing Hydrocodone-Acetaminophen, a schedule three controlled substance. The bottle was issued to someone else.
