Summary of Minutes of the
OTTER TAIL COUNTY BOARD OF COMMISSIONERS

Otter Tail County Government Services Center
October 16, 2012

The Otter Tail County Board of Commissioners:

1. Called to order the Otter Tail County Board of Commissioners meeting at 9:30 AM.

2. Approved payment of the County Board bills as follows.

3. Approved replacement a full time Dispatcher position from the full time Dispatcher eligibility list.  If the full time Dispatcher position is filled by a current employee of the Sheriff’s Office, the motion also authorizes the replacement of that position.

4. Approved filling a full time Corrections Officer vacancy from the full time Corrections Officer eligibility list.  If the full time Corrections Officer position is filled by a Sheriff’s Office employee, that vacancy will also be filled.  In addition, the motion authorizes the Sheriff to advertise and test to develop new full time and part time Corrections Officers’ eligibility lists.

5. Held a Dog Bite hearing.

6. Appointed Peter Fjestad as Otter Tail County’s representative to the BRRWD for a three year term.

7. Authorized the appropriate County Officials’ signatures to execute an Agreement for Professional Services between the State of Minnesota, Seventh Judicial District and Otter Tail County Human Services. The grant from the State for the 2013 substance abuse courts grant is $90,000.00 with a local match of $18,000.00.

8. Authorized Commissioners attendance at an Affordable Care Act Seminar at Lakes Country Service Cooperative on Monday, October 29, 2012.

9. Authorized tuition assistance for Wade Bugbee, Engineering Tech II, for the MnDOT Technical Certification and Recertification Courses as submitted by the Highway Engineer.

10. Authorized the appropriate County Officials’ signatures to execute a Highway Construction Contract between the County of Otter Tail and Central Specialties, Inc. of Alexandria, MN for work on CSAH No. 16 Trail, S.P. 056-090-011 TEAX 5612 (194).

11. Approved, with no waiting period, the LG220 Application for Exempt Permit as submitted by the Perham Area Jaycees for an event scheduled for Saturday, October 13, 2012 at The Cactus.

12. Approved 2 Conditional Use Permits.

13. Approved the recommendation of the Aquatic Invasive Species Task Force regarding the AIS Regional Coordinator concept.

14. Closed to the public for purposes of discussing labor negotiation strategies regarding the Human Services, Nurses, and Facilities Maintenance unions.  The closed session is authorized by M.S. §13D.03.
