NOTICE OF PUBLIC HEARING FOR PROPOSED ISSUANCE OF GENERAL OBLIGATION WASTE DISPOSAL REVENUE BONDS UNDER MINNESOTA STATUTES, SECTIONS 400.101 AND 471.59, AS AMENDED, TO FINANCE ACQUISITION AND IMPROVEMENT OF SOLID WASTE DISPOSAL FACILITIES
NOTICE IS HEREBY GIVEN that the Otter Tail County Board of Commissioners will hold a public hearing beginning at 9:30 A.M. on Tuesday, April 2, 2013 (the “Public Hearing”). The Public Hearing will be held at the Commissioner’s Room of the Government Services Center, 500 Fir Avenue West, Fergus Falls, Minnesota. The purpose of the Public Hearing is to consider a proposal that the County issue on behalf of Prairie Lakes Municipal Solid Waste Authority its general obligation solid waste disposal revenue bonds (the “Bonds”) under Minnesota Statutes, Sections 400.101 and 471.59, to finance the costs of improvements to the Perham Resource Recovery Facility including a second heat boiler and material recovery facility and related equipment (the “Facilities”). The Facilities are located at 201 6th Avenue NE in the City of Perham and are owned and operated by the Prairie Lakes Municipal Solid Waste Authority Joint Powers Board, a joint powers entity owned by Becker, Otter Tail, Todd and Wadena Counties.
At the Public Hearing, the County Board will consider a proposed resolution giving approval to the issuance of a series of Bonds to finance the Facilities and related costs of issuance. The aggregate face amount of the Bonds is presently estimated to be up to $20,000,000.
At the time and place fixed for the Public Hearing, the Board will give all persons who appear at the Public Hearing an opportunity to express their views with respect to the Bonds. In addition, interested persons may file written comments respecting the Bonds with the County Auditor at or prior to such Public Hearing.
