Alan Olson reports that as of Aug. 1, Otter Tail County is requiring all owners of a real estate parcel that has a septic system provide a point of sale certifi cation prior to the sale of the parcel.
This certifi cation is a Certifi cate of Compliance indicating that the system is a legally conforming system according to Otter Tail County regulations. This can only be obtained by hiring a licensed septic system inspector. According to Olson, prior to there was no point of sale certifi cation required, although a non-conforming system was against country regulations.
According to Alan Olson, this is a very positive move for both buyers and sellers as they enter into a sale agreement, because all parties know if the septic system needs upgrading, which will build buyer confi dence and keep the risk for sellers at a minimum.
The best advice, if you plan on selling, according to Olson, is to contact Otter Tail Land and Resource in Fergus Falls to have your questions answered. In addition, it may be important for sellers to have the inspection done prior to freeze-up so as to meet the point of sale requirements.
