Nov. 2000 — R. Murray Partnership/Blue Heron Bay, LLC, applies for conditional use permit for a cluster development; meets threshold for Environmental Assessment Worksheet
Spring 2003 — EAW completed; county decides Environmental Impact Statement not necessary; county approves 138 dwelling units and 116 boat slips
Summer 2003 — Dead Lake Association sues county to do an EIS and for approving the conditional use permit for the development
Fall 2005 — Supreme Court rules in favor of DLA; county begins work on EIS
July 3, 2006 — Draft EIS completed, released to public
Aug. 1, 2006 — Public meeting held on draft EIS
Aug. 15, 2006 — Public comment period ends; county begins work on final EIS
Nov. 2006 — EIS completed; county deems EIS adequate
Dec. 5, 2006 — Conditional use permit discussed at county board meeting, 11 a.m., Otter Tail County Government Services Building
