Work on county operations center in Ottertail underway

Construction is underway at the site of the future operations center for Otter Tail County in Ottertail City. Footings will be poured and culverts are in, while pre-cast wall panels will be erected in the next several weeks.
“From a construction standpoint, things are moving along nicely,” Physical Plant Manager Rick Sytsma said.
A change in roofing contractors was necessary after it was learned the low bidder did not meet qualifications that were called for in the bid statement. One of the necessary qualifications to install thermal plastic roofing required five years installation experience.
“They don’t meet that requirement and have very little thermal plastic roof installation experience,” Sytsma said.
A recommendation to award the bid to the Herzog Roofing, Inc., will increase the cost approximately $44,000. $245,000 has been budgeted in contingency to cover added expenses.
“This would come out of contingency dollars but we’re comfortable with what is there,” he said. “Because this is a new project on a clean site, I’m not expecting we will use the contingency.”
Thermal plastic roofing is a relatively new product being used in the area. Part of the difference in its makeup is it is highly reflective and will not absorb as much heat and is not ballasted with rock. The roof also comes with a 30-year warranty.
“If you don’t have a good roof you don’t have anything,” Chairman Dennis Mosher said.
