County board okays budget for 2010

On Tuesday the Otter Tail County Board of Commissioners approved the amount of $69.57 million as the calendar year 2010 budget for the general fund, for the budgeted special revenue funds and for the debt service funds. This adoption follows open meetings when county residents had the opportunity to give their input.
The budget of $69.57 million is a decrease from the 2009 budget of $70.45 million.
“One major reason why the budget is down from 2009 is that two major construction projects — the Ottertail Operations Center and the Chemical Dependency Facility — were pretty much completed in 2008-09,” said County Auditor Wayne Stein. “The county hiring freeze and other factors also contributed to a decrease in the county budget from 2009 to 2010.”
The total gross tax levy, as reported to the county board Tuesday afternoon by Stein, will be $31.96 million.
State assistance for 2010 is projected to be $19.73 million with federal assistance of $6.15 million. Otter Tail County is expected to receive $7.40 million from other sources.
As for expenditures, the largest is in the category of highways which is projected to be $18.35 million in 2010. The county will earmark an estimated $17.58 million for human services next year.
The other two large categories, under the banner of expenditures, include $10.79 million for public safety and $10.19 million for general government operations for 2010.
Each of the five county board of commissioners — Doug Huebsch, chairman Everett Erickson, John Lindquist, Roger Froemming and Lee Rogness — voted in favor of the 2010 budget of $69.57 million.
