County to take up dog bites, wind energy

Otter Tail County commissioners are set to meet as the county’s Human Services Board and the County Board Tuesday in the commissioners’ room at the Government Services Center.

During the Human Services Board meeting, the commissioners are expected to hold a dog bite hearing at 9:30 a.m. during Public Health business.

The Public Health director is also scheduled to update the board on funding and a Safe Communities Board resolution.

At 10:20 a.m., the board is set to hear a report on the county’s developmentally disabled services from the Human Services director.

Commissioners are scheduled to discuss the West Central Regional Juvenile Center with the Probation director at 9:50 a.m.

During the county board meeting, the board is scheduled to discuss a funding request made last week by the American Legion Post 17 in Pelican Rapids. The post is requesting $300 to pay for replacement markers for veterans’ graves. The Veterans Services Officer is expected to be present at the discussion, scheduled for 11:30 a.m.

The president of Prairie Wind Energy LLC is scheduled to be at the meeting at 11:05 a.m. to discuss a wind energy conversion system.

At 11:20 a.m., the Land and Resource director is scheduled to update the board on a Wetland Conservation Act appeal. The commissioners denied in April a request for an exemption under the state law after David Stock was found by the county’s technical evaluation panel to be in violation of it. By denying the request, the issue was sent to the state for review.

The board is expected to hear a request for forgiveness of tax penalty at 11:15 a.m. The board received a letter last week regarding the request and plan to discuss it with the county treasurer Tuesday.

The county auditor is scheduled to recommend license renewals and an exempt permit at 11:40 a.m., followed by the Solid Waste director discussing miscellaneous items at 11:50 a.m.

The board is scheduled to meet in a closed session at 1 p.m. to discuss the 60-bed chemical dependency facility. Following the closed session, at 1:20 p.m., the board is expected to hear a payment request for the facility.

During Highway business at 1:25 p.m., the board is scheduled to discuss high water, as well as several requests for approval. The requests include contracts and bonds and for out-of-state travel.

Commissioners are scheduled to hold a committee of the whole meeting at 9:20 a.m.
