Ditch 16 consultants to provide options

On Tuesday the Otter Tail County Board of Commissioners agreed to have Houston Engineering of Thief River Falls make a further study of possible Ditch 16 improvements from Clitherall Lake to West Battle Lake and come up with a recommendation. The study will include effects, following completion of the project, on lakes downstream.

The channel, from Bonnie Beach at Clitherall Lake northward to the Highway 210 underpass and into West Battle Lake, originally was eight feet wide when it was built in 1906. In recent years, however, the channel was only from two to four feet wide in some areas downstream.

Clitherall Lake residents have seen water damage and mold in basements, severe shoreline erosion, damage and displacement of riprap and compromised septic systems.

Not everyone, however, is in favor of Ditch 16 changes. Others, while in favor of Ditch 16 enhancements, have questions about special assessments that would be needed.

Ditch work delayed

No changes to Ditch 70 which, along with water from several other inlets, will be made until a redetermination of benefits is completed. Water travels into Sewell Lake in St. Olaf Township, southeast of Dalton.

The issue is a 12-inch tile, which has a restrictive valve placed in it which makes it eight inches. That water then dumps into Ditch No. 52. The solution would mean replacing about 1.5 miles of tile with a tile that’s at least 18 inches.

If additional studies are needed - who foots the bill? County? Township? Residents of the ditch benefit zone?

I commend the Daily Journal for its multi faceted and flexible reporting. So far, we mostly heard about ditch 70 - now we know that interesting things are going on with ditch 16 also.

It would be great if we could learn about all the ditches in between those two: Like 29 or 54. How about a series - "the ditches of Otter Tail County" kinda like "the bridges of Madison County"
