Officials to meet with proposer of wind farm

Discussion on a proposed wind farm near Parkers Prairie is on a full docket for the Otter Tail County Board Tuesday.
The county board’s meeting is scheduled to begin at 9:15 a.m. in the Government Services Center.
Terry Carlson, president of Prairie Wind Energy LLC, is expected to meet with the board for a half-hour beginning at 11:30 a.m. to discuss the project proposed by the company.
Prairie Wind Energy is proposing a 40-turbine project to be located in Parkers Prairie, Elmo, Effington and Folden Townships. Earlier this month, four people met with the county board to express their concerns, including noise impacts, safety, negative economic impacts and an inability to spray crops.
Also during the meeting, the board is scheduled to discuss with the Solid Waste director letters received regarding the proposed move of the Fergus Falls demolition landfill.
After hearing from residents that the move would impact their quality of life and health, the commissioners decided earlier this month to wait on a decision to grant a permit to the city of Fergus Falls for the landfill.
The commissioners are set to decide on the permit Nov. 3 and are using the time until then to gather information and hear public comments received on the issue by the Minnesota Pollution Control Agency.
The board is also expected to meet with Mike Weaver, attorney with Lindquist & Vennum, to discuss foreclosure proceedings of Otter Tail Ag Enterprises during an hour-long closed session beginning at 1:10 p.m. The county has been named as defendant in the civil suit.
The board is also expected to consider the county’s ordinance on recreational camping units at 2:25 p.m. The county’s shoreland management ordinance currently places a limit of a single dwelling on shoreland property, according to Land and Resource Director Bill Kalar. The problem is when a house is on the property and a camper is pulled onto the property, violating the ordinance, Kalar said. Recently a resident was found to be in violation of the ordinance and brought it to the county commissioners’ attention.
Also during Land and Resource business, the board is set to discuss the sanitation code and a citizen’s concern about his neighboring property.
During Highway business at 11:15 a.m., the board is expected to hear an approval to replace a culvert under county state aid highway 18.
At 11:20 a.m., the board is scheduled to discuss a request from the county’s Detention Facility administrator to replace a full-time detention officer position.
The board is scheduled to be updated on the duCharme case by the county attorney at 2:15 a.m. The board denied in September an RV park proposed by Pierre duCharme on the west arm of Star Lake. The board’s decision has been appealed by duCharme.
The board is scheduled to meet with Jim Hermanson, mayor of Henning, at 11:05 a.m. to hear his request for a resolution of support from the board for a grant from the Minnesota Department of Transportation.
At noon, the board is also scheduled to meet with the city of Fergus Falls to discuss the possible move of the city’s police department out of the Law Enforcement Center.
Earlier in the morning, the commissioners are scheduled to meet as the Human Services Board.
At 9:25 a.m., the board is scheduled to discuss the West Central Regional Juvenile Center with the Probation director.
The board is scheduled to hear a pandemic flu briefing from the Public Health director at 9:50 a.m.
During Human Services business at 10:05 a.m., the board is expected to hear a report on long-term care.
