NOTICE OF INTENT TO ENACT PAWNBROKER ORDINANCE
NOTICE IS HEREBY GIVEN, pursuant to Minnesota Statute § 375.51, that the Otter Tail County Board of Commissioners intends to enact a new Pawnbroker Ordinance in accordance with the authority of Minnesota Statutes Chapter 325J, and §§ 471.924 through 471.929. The enactment of the Ordinance will be considered at a meeting of the Otter Tail County Board of Commissioners in the Commissioners Room at the Government Services Center, 550 West Fir Avenue, Fergus Falls, Minnesota, on Tuesday, March 23, 2010, at 1:00 p.m.
The purpose of the Ordinance is to license pawnbrokers, monitor transactions to minimize the opportunity for the concealment or transfer of stolen property or the commission of other crimes and to insure that such businesses comply with basic consumer protection standards. Pawnbrokers would be required to keep records, including providing receipts, identifying people making transactions, allowing for redemption periods and providing information to law enforcement, including implementation of an electronic pawn system.
A copy of the proposed Pawnbroker Ordinance is on file and available for inspection in the Office of the County Auditor, Government Services Center, 550 West Fir Avenue, Fergus Falls, Minnesota; at the Otter Tail County Sheriff’s Office, Law Enforcement Center, 417 S. Court Street, Fergus Falls, Minnesota; and a copy is also available for review on the Otter Tail County web site, www.co.ottertail.mn.us.
