CITY OF FERGUS FALLS

Project:

Fergus Falls City Hall –

Phase I Renovation (PI 9689)

GENERAL CONSTRUCTION

Fergus Falls, MN.

The City of Fergus Falls solicits sealed bids for the Fergus Falls City Hall – Phase I Renovation in accordance with bidding documents prepared by BKV Group. Sealed bids will be received for a single prime contract.

This project has been financed in part with funds provided by the State of Minnesota through the Minnesota Historical Society’s Grant-in-Aid Program

The Minnesota Historical Society also receives funds from the National Park Service, Department of the Interior, under the provisions of the National Historic Preservation Act, as amended. Under Title VI of the Civil Rights Act of 1964 and Section 504 of the Rehabilitation Act of 1973, the U.S. Department of the Interior prohibits discrimination on the basis of race, color, national origin, or handicap in its federally assisted programs. Minimum wage rates to be paid by the Contractors have been predetermined and are subject to State of Minnesota implementing regulations.

PROJECT SCOPE

Fergus Falls City Hall – Phase I Renovation - General Construction. The project consists of the following primary activities: HVAC system replacement, exterior window and doors replacement, front entry renovation with accessible access, re-roofing of the flat roof areas and waterproofing/pavement replacement at the west parking area.

BID DATE / PLACE OF OPENING

Sealed bids will be received by the City Council and a Representative of the Administration Department of the City of Fergus Falls on or before April 7, 2010 at 2:00 pm. Sealed bids will be received and publicly opened at the Fergus Falls City Hall in Council Chambers, 112 W. Washington Ave. Fergus Falls, MN 56537. The deadline for submission of sealed bids is April 7, 2010 at 2:00 pm.

SITE INSPECTION

A pre-bid conference and walk through will be March 24, 2010 at 2:00 pm. Meeting location will be in the City of Fergus Falls City Hall, 112 W. Washington Ave, Fergus Falls, MN 56537. Attendance to this conference is recommended but not mandatory.

PROCUREMENT OF DOCUMENTS

Copies of Bidding Documents may be obtained from the office of the Architect, BKV Group, 222 Second Street North, Minneapolis, MN 55401 in accordance with the Instructions to Bidders, upon making a deposit by check in the amount of Two Hundred \ dollars ($200.00) made payable to BKV Group. The deposit will be returned to the plan holder who submits a bid and who returns the contract documents in good condition within sixty (60) days after the bid date. Documents requested to be delivered by mail or UPS will be sent upon receipt of the deposit check and a separate non-refundable check of Thirty dollars ($30.00) per plan set made payable to BKV Group to cover shipping and handling.

EXAMINATION OF DOCUMENTS

Bidding documents may be examined at the office of the Architect and at the following locations:

Fargo-Moorhead Builders Exchange, Fargo, ND;

Bidding documents will be available on or about March 15, 2010.

BID SECURITY

Each bid shall be accompanied by a bid security of 5% of the maximum amount of the bid in the form of a Surety Bond, Certified Check or Cashier’s Check. Upon award of the contract, the successful prime contract bidder shall furnish Performance and Payment Bonds in the full amount of the contract. Surety must be authorized to do business in State of Minnesota.

CONSIDERATION OF BIDS

The bidder acknowledges the right of the owner to reject any and all bids, accept any bid, waive informalities in bids submitted, and/or waive minor discrepancies in bidding procedures, as deems to be in its best interest. Each bidder agrees to waive any claim it has or may have against the Owner, the Architect and respective employees, arising out of or in connection with the administration, evaluation or recommendation of any bid. Bids may not be withdrawn for a period of sixty (60) calendar days immediately following the date of receipt of bids.
