Level 3 offender plans move to rural Fergus Falls address

A public hearing providing information about a level III sex offender being released Friday is planned at 6:30 p.m. Wednesday in the Otter Tail Lake Room of the Otter Tail County Government Services Center (not the court house) on West Fir Avenue in Fergus Falls.

On March 30, Mark Anthony Rehm, 22, will be released from custody of the Minnesota Department of Corrections. He expects to move to a residence on Riverview Road, about seven miles northeast of Fergus Falls.

The residence has been approved by the Minnesota Department of Corrections.

Rehm has a history of sexual contact with two female victims ages 4 and 14. He was known to his victims, Sheriff Brian Schlueter said.

Rehm is five feet, six inches tall, weights 173 pounds with hazel eyes and brown hair.

Before an offender is released from prison or jail, an end-of-confinement review committee assesses the public risk posed by the individual. Risk level I is assigned to a predatory offender whose risk assessment score indicates a low risk of reoffense.

Offenders whose risk assessment score indicates a moderate risk of reoffense are categorized as level II. Level III is assigned to those with the highest risk of reoffending.

Minnesota law requires level III offenders to register with the Department of Corrections and local law enforcement agencies following release from confinement. They must give notification of their address and every time they change addresses.

I THINK IT IS A BAD IDEA TO HAVE THIS LEVEL III SEX OFFENDER LIVING IN THE RURAL FERGUS FALLS AREA. I KNOW HE HAS TO LIVE SOMEWHERE BUT NEEDS TO BE WATCHED CLOSELY. WHY NOT HAVE HIM LIVE NEXT TO THE FERGUS FALLS ELEMENTARY SCHOOL. POLICE ARE ALWAYS WATCHING OUT FOR CHILDREN AND THEN THEY COULD WATCH OUT FOR HIM AT THE SAME TIME KNOWING THAT HE CAN DO NO HARM WHILE THE POLICE ARE IN THE SAME AREA.

That is the most rediculous thing I've ever heard suggesting having a level III sex offender live next to an elementary school. I hope that was some sort of a joke. I would think a rural area might just be a better place for him. If the chances of reoffending are high, lets try and keep him as far away from our children as possible!

JUST TO LET YOU KNOW CHILDREN LIVE IN THE COUNTRY TOO. I KNOW THE AREA THERE ARE ALOT OF KIDS THERE ALSO.

First of all I was at the meeting, and this person has a very angry father, and is not going to be friendly to the community. I think its sad that he will only be watched completely for six months, however that is at 4 visits a week, then after the fourth month of those sixth- if he is being good, those visits lessen. This person has failed to register two other times. I don't know about the community, but I think that this is a serious issue. One more thing, after all this- he is NOW just going to sex offender classes. Sounds like he knows how to work the system- lets hope that ankle braclet that he wears works.
Be carefull- his stay at home will only be for a short time compared to what we will have to deal with for life.

I know this person real well. I know what his dad and his brothers are capable of. None of them are very nice. I think this guy needs to be on house arrest for the rest of his life. He doesn't deserve to go out into the community. Who knows what he is going to do. He should of just stayed in jail. That is where he belongs.
