Fergus Falls police received a report of a woman laying with her child near the intersection of Cavour and Second Avenues at about 9 p.m. Thursday. A witness told authorities the woman was crying and had fallen on the child multiple times. When officers arrived, they found the woman intoxicated and incoherent; she was transported to Lake Region Hospital and the child was picked up by a family friend.

oh nice, just let the young child go with a family friend, later to go home with the parent...and next time something worse could happen? the mother FELL on the child in the street at 9 pm, and was incoherent? this is sick, my heart goes out to this young child...

Oh how very sad :(
Hopefully the mother will get help after this
embarrasing situation. If not, I hope the child
gets put with someone safe until she does get help.
My prayers are with this lady and her child.

who was it does any one know? exacty how old was she and how old was the child?

She may have had a medical problem like diabetes or something that makes them appear incoherent or drunk like symptoms.
The whole story is not there. We may never know.
