16-year-old leaves RTC

Fergus Falls police are looking for a 16-year-old male who walked away from the juvenile care unit at the Regional Treatment Center Tuesday.

The juvenile was out on a walk on campus when he left the group he was with, a nurse reported. The boy is at the facility on a voluntary basis. Staff said they would contact parents and submit a juvenile runaway form to authorities; police are looking for the boy.

Hmmm
The boy is there voluntarily, then walks away while on a walk.

Doesnt meet the state requirement for a runaway report.

Just another reason why the RTC should be shut down.

So which is it?
Lack of supervision or he had the right to leave?
