MustBeNice - From what I understand there is no heat source at the RTC currently. The state has asked the City to assist them in finding a temporary heat source until they are able to move into their CD facility that is being constructed.
Based on the presentation that was given by the CDG, I would assume that the Chinese universities would be leasing the RTC. The CDG referred to the universities as tenants.

I would agree that maybe the management needs to be looked at. I realize that it is an asset to the City, but shouldn't management be responsible to some extent. I would say that part of the problem might be that the rates are VERY high at the golf course. If the rates are lower they might get more members to sign up. Rather than charge a lot for a few individuals, charge less and allow many more people to use this City asset. It is time for the old boys club to be done away with. Also, from what I understand this wouldn't be added to the water bill as rodentboy noted, but it would come from the City's general operating budget which is supported through taxes.

I don't believe that out-of-town firms are deciding how the City should handle its money. My understanding is that Ehlers Inc. assisted the City staff in making a planning model. I haven't seen or heard that they are telling the City how the funds are to be spent.
