Wow. Interesting article and comments. This seriously sounds like a lack of business experience by the grads which is giving them something to complain about and simply something for the Journal to report about. Chill out. Look at the economy and the size of ACS - no HUGE corporation such as ACS moves very quickly when it comes to opening and filling positions. It's all about a matter of timing and budgets. You will learn this via experience.
Another note, please tell me what higher education system or corporation is EVER going to guarantee a job upon completion of an educational program. That's naive. Believing every word in a newspaper is also naive.
