The Otter Tail County Board of Commissioners:
1. Called to Order the Otter Tail County Board of Commissioners meeting at 8:30 a.m.
2. Approved the Board of Commissioners’ agenda of July 12, 2022, as amended.
3. Approved Consent Agenda items as follows:
a) June 28, 2022, Board of Commissioners’ Meeting Minutes as corrected.
b) Warrants/Bills for July 12, 2022 (full list available at ottertailcountymn.us or the
Office of the County Administrator)
c) Human Services Warrants/Bills for July 12, 2022 (full list available at ottertailcountymn.us or the Office of the County Administrator)
d) Approved the issuance of an On-Sale Liquor and Sunday Liquor License to Oakwood LLC dba Oakwood Supper Club for the period of July 1, 2022, to June 30,
2023.
e) Approved the issuance of a County Credit Card with a 30-Day limit of $2,500
to Michele Dreyer, Administrative Assistant in the Solid Waste Department as requested by Chris McConn, Director.
f) Approved the application for a 1 Day to 4 Day Temporary On-Sale Liquor License
to Silver Sage Guest Ranch for an event on August 12 & 13, 2022.
4. Congratulated and thanked Deb Sjostrom for her dedication and sacrifices as an
advocate for Human Services statewide.
5. Approved Resolution No. 2022-64 (State Senior Nutrition Program).
6. Approved Resolution No. 2022-65 (Annual Minnesota Department of Veteran Affairs
Grant).
7. Authorized five (5) items regarding the new highway garages in Pelican Rapids and
Battle Lake: Review of 2021 Bonding – Facilities Expenses; and Approval of Great
Plains Natural Gas Company Agreement for Natural Gas Service to the Pelican Rapids Garage with Payment Using Bond Funds; and Approval to proceed with receiving
quotes or bids for Paving the Access Road to the Battle Lake Garage with Bond Funds;
and Approval to proceed with purchasing Magnesium Chloride Tank for the Pelican
Rapids Garage off State Bid with Bond Funds; and Approval to proceed with purchasing Office, Shop and Yard Furnishings and Equipment as outlined in the 2021 Bonding
– Facilities Expenses Report with Payment Using Bond Funds.
8. Authorized appropriate County Officials’ signatures to execute the contract between
Otter Tail County and Asphalt Surface Technologies Corp. of St. Cloud, MN for county
wide seal coat.
9. Approved Resolution No. 2022-66 (Phelps Mill GMRPTC Grant).
10. Adopted a revised 2022 calendar to allow for a separate Drainage Authority Meet-

ing to convene following the conclusion of the regular Board of Commissioners Meeting. This change will not move current evening public meetings or evening public hearings to mornings of Drainage Authority meetings. This will simply move any agenda
items related to ditches or drainage from the Board of Commissioners regular meeting
to a Drainage Authority Meeting.
11. Authorized the Drainage Work Threshold without Drainage Authority approval for
work such as beaver trapping, dam removal, minor cleanings, tile repairs/replacement,
etc. requirements as follows: The proposed cost is under $5,000; and the ditch has
funds of at least $10,000; and the work is completed by a trustworthy and proven
contractor; and the work does not alter the original engineered design of the ditch; and
the work does not require permits from the DNR or Land and Resources.
12. Approved a transfer, in the amount of $100,061.39, from the Capital Improvement
Fund to the Road and Bridge Fund for the previously approved Highway Department
Capital Expenditures.
13. Approved the Otter Tail County Board of Appeal and Equalization minutes as presented.
14. Approved Resolution No. 2022-72 (Resolution to Elect the Standard Allowance
Available Under the Revenue Loss Prevention of the Coronavirus Local Fiscal Recovery Fund Established Under the American Rescue Plan Act).
15. Approved Resolution No. 2022-70 (Resolution for American Rescue Plan Act
Funds to be Allocated for Housing Investment).
16. Approved Resolution No. 2022-71 (Resolution for American Rescue Plan Act
Funds to be Allocated to the Otter Tail Lakes Country Association).
17. Approved Resolution No. 2022-68 (Resolution for American Rescue Plan Act
Funds to be Allocated for Broadband).
18. Approved Resolution No. 2022-74 (Resolution for American Rescue Plan Act
Funds to be Allocated for Highway and Transportation).
19. Approved Resolution No. 2022-69 (Resolution for American Rescue Plan Act
Funds to be Allocated for a Social Worker Within the Detention Facility).
20. Approved Resolution No. 2022-67 (Resolution for American Rescue Plan Act
Funds to be Allocated for Public Safety-Body Scanner for the Detention Facility).
21. Accepted the Department of Health Grant for county jails. The Centers for Disease
Control and Prevention (CDC), in partnership with the Department of Justice, is providing financial assistance to support Minnesota correctional facilities in their work to test
for COVID-19. The funds can be used for a variety of costs associated with the work to
detect and mitigate COVID-19 risk within the facilities.
22. Approved the Resolution No. 2022-73 (Joint-Powers Agreement).
23. Approved Probation Agent Abigail Holmquist travel to Chicago, IL on August 28-31,
2022 to attend the American Probation and Parole Association (APPA) 47th Annual
Training Institute.
24. Convened into closed session authorized under M.S. 13D.03 to discuss labor negotiations.
25. Adjourned at 1:43 p.m.
