Three public hearings dominated Monday’s meeting of the Fergus Falls Planning Commission at City Hall.

The commission first offered a public hearing to consider a request by John Miersch at 1727 South Court Street for a variance. Miersch is interested in locating a detached shed within the side yard of a home located in an R-2 district. R-2 districts are limited exclusively to single-family detached houses.

Next came a public hearing on a rezoning request from Rogness Development. The commission is being asked to rezone 2.47 acres of property located along the 1700 and 1800 blocks of South Cascade. The present zoning is R-A (Residential-Agricultural Zone). The proposed zoning would be R-2.

The final public hearing dealt with a request by Rogness Development for a preliminary and final plat of Block 1 and Block 2 at Prairie View Estates.

A second round of public hearings is set for Nov. 12.

The commission also heard an update on from Development and Planning Specialist Ryan Miller on progress toward a Regional Treatment Center (RTC) Master Plan.

The Request for Proposals (RFP) process just initiated will give preference to consulting firms who have worked with historic campus plans.

The firm selected is expected to prepare a master plan for the RTC campus. The plan is expected to provide for continued preservation and rehabilitation of the site as well as new uses for existing buildings. Other key factors will be the potential impact of infill construction, appropriate treatments and land use planning for open areas of the campus.

Electronic proposals are due in Miller’s office by 4 p.m., Nov. 22.
