The Otter Tail County (OTC) Board of Commissioners unanimously approved a resolution appointing Nicole Hansen as the next OTC administrator. The resolution also appointed Nick Leonard as deputy county administrator. The appointments become effective Jan. 1, 2020. John Dinsmore, current county administrator who is retiring on Feb. 1, presented the resolution and provided background on the selection process. “When I was appointed in 2017, the county board’s directive to develop a succession plan so that Ms. Hansen and Mr. Leonard were prepared to assume and perform the essential functions of the county administrator following my retirement.”

Hansen began her career with OTC in 2001 in the county attorney’s office and has been the human resources director and internal services director for nearly three years. “With nearly 20 years of experience, Nicole has worked across departments and is well positioned to manage internal governmental operations as well as carry out the strategic planning, mission and vision of the county,” said Dinsmore. Leonard’s appointment as deputy county administrator is consistent with the roles he has served since 2014.  Dinsmore adds, “Combined with his leadership as the county’s economic development and external relations director, Nick will continue to lead initiatives to develop and grow economically in collaboration with public and private sector partners.”

Hansen and Leonard will assume the essential duties and responsibilities of county administration in addition to continuation of the performance of their current positions’ essential duties and responsibilities. Commissioner Rogness addressed the board, “These appointments are consistent with the discussion three years ago. We’ve got the right people. . . with the talents and gifts of these individuals . . . this is a good fit.”
